| The first part of the World Summit on the Information Society (WSIS) took place from 10 to 12 December 2003 in Geneva, Switzerland. Heads of state and government from all over the world have approved a summit declaration and a plan of action there. Besides this official programme, there were almost 200 parallel events, from the "World Electronic Media Forum" or the "World Forum on Communication Rights" to Demonstrations and a counter summit of critical media activists. Altogether, about 14 000 people participated in the summit or the related events.
