The Civil Society Plenary, gathered in Geneva on December 8, unanimously approved the Declaration "Shaping Information Societies for Human Needs", which represents the culmination of two years of formulation and discussion of consensus proposals among a wide
and diverse range of civil society organizations within the WSIS process, to construct a people-centred and inclusive vision of information societies, centred on human rights, social justice and sustainable development.

We recognize that this collective endeavour has made its mark on the Summit Declaration and Action Plan and welcome the shift in focus from a technocentric vision to a more human-centred one. However, the Civil Society Declaration goes much further in drawing out the
logical consequences of this vision in terms of policy and action that need to be engaged in order to build societies where information and knowledge are considered common goods and technology is controlled by the people and communities who need them.

We hereby present our Declaration to the Summit and we recommend and request that this document be included and disseminated as part of the official outcome of the Geneva phase of the World Summit on the Information Society.
